The committee members argued that thorough pre-preparation, including phased implementation, establishment of a scoring system, teacher training, and curriculum improvement, is necessary. They also suggested that transparency in the scoring process should be secured, professional scorers should be trained, and pilot operations should be conducted to identify and resolve problems and improve the system.
