The Daejeon District Prosecutors' Office argued that it was able to investigate and prosecute accomplices who aided Jung Myung-seok's sex crimes in the JMS case due to the prosecution's supplementary investigative authority. This is because, in sex crime cases where the credibility of the victim's statement is an issue, direct face-to-face interrogation is crucial for accurately grasping the content of the statement and securing additional evidence. Prosecutors emphasized that requesting a supplementary investigation from the police alone would not be sufficient to fully understand the facts of the case. They particularly pointed out that in cases of closed groups, there is a high possibility of evidence destruction or escape if the investigation is delayed, necessitating prompt direct investigation. Furthermore, they expressed concerns that abolishing the prosecution's supplementary investigative authority would make it difficult to investigate perjury. It was also mentioned that the role of the forensic science department was crucial in determining the authenticity of the recording file, which was the only evidence besides the victim's statement in the JMS case.
