Business owners who pay high salaries to hard-working employees are facing a problem where they have to bear much higher health insurance premiums than their actual income. This is because the current Enforcement Decree of the Health Insurance Act stipulates that health insurance premiums should be levied based on the monthly income of the highest-paid worker in the workplace. As a result, business owners who pay their employees more are forced to pay additional health insurance premiums amounting to several million won. In addition, business owners who do not submit income data are subject to insurance premiums based on the average, resulting in a reverse discrimination structure compared to business owners who report honestly. To solve these problems, it is necessary to improve the method of levying health insurance premiums, and the Ministry of Health and Welfare plans to solve the problem through revision of the Enforcement Decree or legislation.
