The special team judged that Chief Kim intended to mishandle Jang Yoon-gi's stalking and sexual assault case by instructing the murder case to be reduced to "ordinary murder," and that Chief Park followed suit. However, the special team did not accept Chief Park's statement that a separate investigation order was issued from a higher authority. In the end, the police's internal investigation failed to determine the responsibility of the National Police Agency leadership, and the prosecution is expected to further review whether Kim and Park will be indicted.
