The government will establish a 'Future Response Fund' to utilize the increasing tax revenue from the semiconductor boom for future growth. This fund aims to make concentrated investments in the fields of youth, growth engines, local areas, and education/talent, with the goal of boosting potential growth rates and responding to policy demands. The education contribution grant will be changed from the current method of allocating 20.79% of national taxes to a new calculation method that reflects economic growth rate and school-age population change rate. Although this has raised concerns about a decrease in the education budget, the government emphasizes that children's education budgets will not be reduced and plans to expand investments in early childhood education and higher/lifelong education. The Future Response Fund will consist of additional tax revenue, remaining funds from the World Surplus Gold Reserve, and investment income from surplus funds, with a scale expected to exceed 100 trillion won. The Planning and Finance Ministry will be responsible for managing the fund, and relevant ministries will carry out their financial projects using the fund's resources. Despite opposition from the education community regarding the education contribution grant revision plan, the government emphasizes that children's education budgets will not be reduced and will continue to pursue its plan.
