The Board of Audit and Inspection (BAI) during the Yoon Suk-yeol administration manipulated the order of assignment for the audit on suspicions of 'Presidential Office·Residence Relocation' to avoid assigning it to Eun-seok Cho, then a member of the BAI. The BAI assigned Young-shin Kim as the lead auditor, but despite Kim's request for recusal due to past investigations by the Public Prosecutors' Office, the BAI did not accept it. The special prosecution team suspects that the BAI manipulated the approval order to prevent Eun-seok Cho from being assigned as the lead auditor and has secured related materials. Cho was in conflict with Byung-ho Yoo during the Yoon Suk-yeol administration and even led to a veto on the results of the audit on the relocation of the residence. The special prosecution team plans to request the court to return Young-shin Kim's opinion paper to investigate whether Byung-ho Yoo was involved.
