The Supreme Court ruled that the Seoul Metropolitan Government must pay 42.1 billion won to Korea Railroad Corporation as rent for the land used for the Gyeongui Line Forest Road park. Although an agreement between the Seoul Metropolitan Government and the Korea Railroad Corporation stipulated a free-use period, revisions to the Enforcement Decree of the Act on National Property made it impossible to lease property for more than one year without charge. The Supreme Court ruled that the Seoul Metropolitan Government does not have the right to occupy and use the land free of charge based on the agreement. The Korea Railroad Corporation imposed a surcharge from 2017, claiming that the Seoul Metropolitan Government had illegally occupied the land, and the Seoul Metropolitan Government's lawsuit against this was dismissed. As a result, the Seoul Metropolitan Government must pay rent for the Gyeongui Line Forest Road.
