The acceptance rate of welfare surtaxes among young people was found to be lower than that of middle-aged and older generations. This is not simply selfishness, but rather a sense of distrust in the government and anxiety about resource loss formed in a competitive society. According to the study results, young people who trust others and hold altruistic values tend to have higher levels of trust in the government and marginalized groups, leading to a more positive response to welfare surtaxes. Therefore, to increase the acceptance of welfare surtaxes among young people, it is important to build institutional trust through responsible fiscal management and fair implementation of welfare policies by the government, and efforts to promote social tolerance should also be carried out concurrently.
