In April of last year, patient A, who had a torn forehead, visited emergency rooms but all three hospitals refused to provide plastic surgery treatment on the same day and transferred him to other facilities. During this process, A failed to receive appropriate emergency care in time, fell into cardiac arrest, and eventually died. Police determined that although A died while being transferred between hospitals, there was no evidence of medical negligence resulting in death against the medical staff. However, all three hospitals were found to have failed to provide proper emergency treatment at the time of the incident, and six medical staff members were referred to prosecutors on suspicion of violating emergency medical care laws without detention.
