The special investigation team suspects that 21 Grams, the company that oversaw the construction, was responsible for not only interior design but also expansion, but intentionally omitted this fact from the audit report. In particular, Yoo Byung-ho is suspected of improperly intervening in the audit process to reduce or conceal the results.
