At the UN General Assembly, leaders from various countries pointed out structural problems with the UN Security Council and called for reforms. They particularly criticized the excessive concentration of power in the five permanent members (P5) - the United States, Russia, China, France, and the United Kingdom - and pointed out the UN's lack of response in global crises such as the war in Ukraine. The President of Turkey argued that Security Council reforms should ensure that the will of 190-odd countries is not left to the whims of five countries, while the President of Brazil also criticized the Security Council's inaction as a threat to the world. Even the President of France criticized the hegemonism of the bipolar system and emphasized the need for Security Council reforms.
