Kim Hyun-ah, a professor at Hallym University Sacred Heart Hospital, pointed out in her book that mild patients are flocking to university hospitals excessively, delaying treatment for critically ill patients. The professor emphasized that medicine is a public resource and a limited resource, and mentioned that 80~90% of diseases can be treated at neighborhood hospitals. She also stressed that university hospitals are institutions for student education and research, arguing that patients need to understand this. The professor expressed concern about the weakening of the local medical system and the concentration of skilled doctors in Seoul, and pointed out the problems of the medical delivery system and the consumerist approach to medicine to the government and politicians.
