The contracting authority shall require the original contractor to open a separate account for wages and make payments accordingly, and contractors are obligated to submit a confirmation of compliance with working conditions at the bidding stage. In addition, the contracting authority and the original contractor should regularly discuss labor conditions, work environment, welfare, etc. through joint consultative bodies. These guidelines are expected to be reflected in the performance evaluation of public institutions, and the Ministry of Labor plans to check compliance with the guidelines through workplace supervision.
