A commander of the 9th Airborne Brigade testified about the deployment of Special Forces personnel to the Central Election Management Committee building and other locations during the December 3rd Emergency Martial Law in 2012. The brigadier general stated that when he received the mission orders at the time, the target locations were unfamiliar and there were no specific guidelines on how to secure them. He also raised questions about whether the unit size was excessive given that the scene was peaceful. The brigadier general testified that he received a withdrawal order from former Commander Kwak Jong-geun, and that during the process, the former commander expressed regret about the locations where the forces were deployed. At the next hearing, the deputy commander of the Martial Law Command and others are expected to appear as witnesses.
