Park Sung-joo, head of the National Investigation Service, stated there are no concerns about police expansion in the course of prosecution reform. He noted that police investigations are currently undergoing a 10-layered control process and promised to approach future discussions with an open mind. Park also presented the position that the prosecution's supplementary investigation authority should be abolished and supplementary investigation request authority over police should be unified. He argued that if substantive supplementary investigations are not conducted, the prosecution office should have the authority to request disciplinary action against police officers. He did not take a position on the establishment of a Major Crimes Investigation Division. The National Investigation Service emphasized the need for improvements to the warrant system to strengthen police investigative functions and argued that amendments to provisions on prosecutors' exclusive warrant request authority are necessary.
