Recently, a YouTuber became embroiled in controversy after releasing CCTV footage of themselves falling on a KTX train. This has sparked increased interest in regulations regarding CCTV access. Anyone appearing in CCTV footage can request access to it. Under the Personal Information Protection Act, data subjects have the right to access their personal information. However, if other individuals appear in the footage, anonymization measures such as mosaicing may be necessary, which could incur costs. In the case of daycare center CCTV, guardians have the right to view the original footage for child safety purposes under the Child Care Act, and there is no obligation for mosaicing. Similarly, school CCTV allows data subjects to access their own footage under the Personal Information Protection Act. However, if other students appear, consent must be obtained or anonymization measures taken. Disputes related to CCTV access can be mediated by the Personal Information Protection Commission.
