The issue of waiving early termination fees has become controversial following SK Telecom's SIM card information breach. SK Group Chairman Chey Tae-won stated the matter is under board discussion, but calculating the exact scale is difficult because discount benefits differ for each subscriber. A National Assembly member analyzed that SK Telecom anticipates a maximum loss of 3 trillion won if 1 million subscribers switch to other carriers. SK Telecom has indicated it must consider both user fairness and legal issues when deciding on a penalty fee waiver policy. Already 250,000 SK Telecom subscribers have switched to other carriers following the hacking incident.
