The police are conducting a survey of all employees while deciding to expand the rotation personnel system after the controversy over inadequate investigation related to the Kyung Yoon-gi case and the revision of the Criminal Procedure Act. However, there is no identity verification procedure for police officers participating in the survey, so anyone can participate. As a result, the opinions of actual police officers may not be reflected, and there are concerns that distorted results will arise in the preparation of improvement measures for the rotation personnel system. The National Police Agency plans to prepare improvement measures for the rotation personnel system based on the survey results by the first half of 2027. The Korean Police Union opposes the expansion of the rotation personnel system and argues that this survey is difficult to see as an opinion gathering for the re-examination of the system.
