# Summary
Recently, there have been reports that phone activation for Windows is no longer possible. When attempting to activate, a message appears stating that it cannot be processed at this time. Microsoft has explained that this is a planned change. As a result, the process of authenticating an operating system license in situations without internet connectivity has become slightly more complicated.

Microsoft is modernizing the genuine product activation environment for perpetual licenses. As of December 3, 2025, the existing phone-based product activation automation process will be moved from phone to online. Customers will use the Product Activation Portal instead.
While logging into the Product Activation Portal is required, Microsoft clarifies that the corresponding account is not automatically assigned to the license being authenticated.

At the portal, you can select the desired product to authenticate from Windows, Office, and Windows Server. The list of Windows versions includes everything from the latest Windows 11 to the already discontinued Windows XP. This is intended to allow for authentication even in environments without internet access. However, it is necessary to have another device with internet access, such as a smartphone or PC, to enter the activation portal.
