According to political circles and the PM industry on the 12th, the National Assembly Land, Infrastructure and Transport Committee retrieved the 'Act on Safety and Promotion of Personal Mobility (PM Law)' which was referred to the Legislation and Judiciary Committee after passing the full committee meeting of the Land Committee on the 17th of last month. It is for re-deliberation in the standing committee. The main issue is whether or not a driver's license above the level of a motorized bicycle driving license is required, and whether protective gear should be mandatory. This came about directly after the Constitutional Court dismissed a petition against the constitutionality of the provision that requires a motorized vehicle license for PM use under the Road Traffic Act.
The Constitutional Court concluded its review of constitutional petitions regarding PM-related regulations, including Articles 43 and 50 of the Road Traffic Act, on the 18th of last month. The law stipulates a fine of up to 200,000 won for operating a PM without qualifications above a motorized vehicle license, and mandates the wearing of protective gear by drivers and passengers, imposing fines or penalties for violations.
