Using Frame Generation technology on top of FSR can push those numbers up to an average of 52 FPS. One good thing about the limitations of portable and mobile platforms is that the small screen size and high pixel density help hide the flaws of upscaling and frame generation, so "good enough" often really is good enough.
According to tests by YouTube channel ETA PRIME, all of this combined means that today's flagship Android phones will be able to play Cyberpunk 2077 perfectly, and in the long run, it will eventually become possible on mid-range or budget Android phones as well.
ETA PRIME recommends sticking with PC low presets while using FSR at 720p resolution, but they also tested running a Steam Deck preset with a mix of medium and high settings limited to 30 FPS. Unfortunately, it still doesn't quite reach the performance level of the Steam Deck, and the average FPS before applying frame generation was around 25-29 instead of a fixed 30.
Using a Steam Deck preset also causes frame generation to drop below the 50 FPS range, so PC low presets are a much better choice for most players with this hardware configuration. ETA PRIME also used a Redmagic 11 Pro for benchmarking, which has built-in water cooling and can deliver superior performance under load compared to other devices in its class. It's unclear exactly what difference this makes, but it's worth noting for those using similar specs.

Nevertheless, this is a truly impressive demonstration of the capabilities of Qualcomm's Snapdragon 8 Elite Gen 5 platform. According to ETA PRIME, this is the first time Cyberpunk 2077 has been successfully run natively on an Android phone, and the results seem very reasonable considering the performance of the 8 Elite Gen 5 compared to other phones on the market.
