An artificial intelligence (AI) tool created by a seventh-year civil servant is being cited as an exemplary case of AI innovation and is attracting attention from the National Assembly, field civil servants, and developers.
On March 30th, Rep. Hae-Min Lee of the People's Party introduced two AI-based document and legal processing tools developed by a public servant at Gwangjin District Office through Facebook.

Kordoc (kordoc) is a document processing tool that parses HWP, HWPX, and PDF documents commonly used in public offices to extract text, and supports analysis, comparison, and generation. It is characterized by being designed to understand and reprocess the structure of public documents, going beyond simple conversion.
The civil servant who developed this program explained that while a large number of HWP documents are produced daily in 243 local governments and numerous public institutions across Korea, refining data from these documents for utilization was a very difficult task, and he sought to solve this problem through AI.
Rep. Hae-Min Lee, who introduced the tool, said, "National AI conversion means that civil servants' daily lives become more convenient with AI," and urged the Ministry of Public Administration and Security to refer to this content.
Meanwhile, the civil servant who developed the tool made it public through GitHub, identifying himself only as a seventh-year civil servant at Gwangjin District Office and not disclosing his specific identity. ……
Gwangjin District Office stated, "We are aware of the existence of the civil servant in question, but we are currently verifying the facts," adding that they "plan to review future responses while reflecting the opinions of the parties involved."
