It has been revealed that when Kakao carried out a major overhaul of KakaoTalk last September, the company ran a "double ledger" to conceal violations of the 52-hour workweek cap and delayed paying employees' wages. According to a transcript of a company-wide town hall held on August 7 last year, Chief Product Officer Hong Min-taek, who oversaw the KakaoTalk overhaul, responded to union concerns about exceeding the statutory working-hour limit by saying, "With the launch date (September 23, 2025) already fixed, we had no choice but to adopt an undesirable operating method." Lee Seung-hyun, then HR Performance Leader, also said, "There were 5 cases of 52-hour workweek violations last year, but this year there were already 17 in July alone, and most belong to the Chief Product Officer's organization." CEO Jung Shin-a was also present at the meeting at the time. This appears to be a case where management effectively turned a blind eye to the 52-hour workweek violations.
