OpenAI has released a policy proposal to leverage the rapid advancement of artificial intelligence (AI) to benefit all citizens.
According to the Wall Street Journal (WSJ) on April 6th (local time), OpenAI announced 'Industrial Policy for the AI Age: Human-Centered Ideas' in anticipation of the superintelligence era, where human intelligence is surpassed. The proposal includes policy recommendations such as the establishment of an AI tax, a 32-hour workweek, and the creation of a public fund.
OpenAI proposed that superintelligence could increase corporate profits and capital gains while generating new tax revenue to support government programs such as social security. They cited examples like increasing corporate income tax, introducing a capital gains tax on the wealthy, and imposing taxes on companies that replace workers with automation systems.
They also presented several ideas focused on worker welfare. These include strengthening the social safety net with unemployment insurance and medical benefits, expanding employee welfare programs such as company retirement pensions and health insurance, experimenting with reducing the weekly work hours to 32 while maintaining wages, and introducing a 'mobile welfare system' that provides benefits even when changing jobs.
They also mentioned creating a public investment fund similar to Alaska's Permanent Fund, investing in AI and distributing profits regularly to Americans.
OpenAI urged the government to provide more support for people to easily find jobs in human-centered fields such as childcare and to recognize care work as a valuable economic activity.
