According to the National Assembly's Legislative Information System on the 26th, Rep. Jeong-heon Lee of the Democratic Party of Korea introduced a bill to amend part of the Telecommunications Business Act.
The core of the amendment is to introduce a new provision, Article 40-2 "Ensuring Interoperability," into the Telecommunications Business Act. This provision would require mobile operating system (OS) providers such as Apple and Google to provide technical access methods so that apps from other developers can also use smartphone hardware and software functions.
The introduced bill stipulates that when mobile OS providers provide technical access methods, they must apply the same conditions as their own software. If this bill is passed, it will be easier to link iPhone NFC and other terminal hardware functions with simple payment services, and to access OS functions such as AI assistants, messages, calls, and notifications.
However, it also stipulates that function access can be restricted if necessary for security and personal information protection. The specific scope of technical access methods, provision methods, and compensation standards will be determined by the enforcement decree.
