Professor Chan-woon Park of Hanyang University strongly criticized the arguments against the establishment of a judicial control agency. He emphasized the importance of controlling police investigations and expressed concern that if the prosecution loses its supplementary investigative powers, there will be no one to discipline inadequate police investigations. Furthermore, he argued that denying the necessity of scrutinizing police investigations through internal organizations within the prosecution is illogical, despite attempts to do so. Professor Park stressed that the purpose of prosecutorial reform is not to weaken prosecutorial power but to achieve the fundamental goals of criminal justice: punishing crime and protecting innocent citizens.
