An increase in quota would entail difficulties in securing accommodation, transportation, and meals for Indonesian pilgrims. In particular, the minister raised concerns that if housing from other countries is used, pilgrims could become dispersed, making management more difficult. The minister mentioned the possibility of Indonesia receiving unused quotas from other countries, stating that both advantages and disadvantages must be carefully weighed.
