Police stations across the country have recorded 17,000 officers who have served in the same station for more than 10 years, known as "향찰." In particular, there are 14,000 senior officers, such as superintendents and inspectors, who have worked for more than 10 years. They are familiar with local conditions, but concerns about collusion have also been raised. Long-term service was more prominent in provincial areas than in Seoul. A superintendent at the Gwangsan Police Station, who led the investigation team for the "Jang Yoon-gi case," and Superintendent Jang Mo, Jang Yoon-gi's father, both exhibited typical "향찰" patterns. While this phenomenon can contribute to regional security stability, it also raises the possibility of biased investigations or information leaks. The National Police Agency announced an expansion of the rotation personnel system, but concerns remain within the police force about the disruption of living foundations such as children's education and housing, along with the expectation of a significant budget requirement.
