The ruling and opposition parties failed to reach an agreement again in negotiations for the normalization of the National Assembly. The method of recommending a special prosecutor and the allocation of standing committee chairs were cited as major points of contention. Jeong Seom-sik, floor leader of the People Power Party, proposed that if the Democratic Party gives up the chairmanship of the Judiciary Committee, the majority party will occupy all standing committees, or the second largest party will choose the chairpersons first. However, Han Byung-do, acting head of the Democratic Party, opposed this proposal, calling it a unilateral claim. National Assembly Speaker Cho Jung-sik urged both parties to complete the formation of the assembly by Constitution Day.
