but I think somewhat differently.
The greatest authority that can demonstrate
the President's will is the power of personnel appointments, in my view.
Can the President directly carry out reforms?
No, it's all done through personnel appointments.
When speaking of reform
while appointing anti-reform figures to key positions,
it shows either the President's overconfidence that he can control everything,
or that he shares the same thinking as those he has appointed.
Either way, I believe it is negative.
The fact that these kinds of personnel appointments continue throughout the year
seems to me like the most fundamental problem.
