6. Bid Eligibility
[To participate in this bid, bidders must meet the following conditions.]
ㅇ Companies that meet the requirements of Article 12 (Eligibility for Participation in Competitive Bidding) of the Enforcement Decree of the Act on Contracts to Which the State Is a Party, and Article 14 (Proof of Eligibility Requirements for Bid Participation) of the Enforcement Rules of the same Act
ㅇ Companies that have not been sanctioned as an unqualified business entity pursuant to Article 27 (Restriction on Qualification for Participation in Bidding of Unqualified Business Entities) of the Act on Contracts to Which the State Is a Party and Article 76 of the Enforcement Decree of the same Act
ㅇ Companies registered as a small/medium-sized enterprise and as a construction company for the relevant equipment under applicable laws and regulations as of the date of this notice
ㅇ Companies capable of maintaining confidentiality regarding the Embassy's facilities and personnel during the construction period
ㅇ Companies with overseas construction experience related to security facility installation work, or companies capable of overseas construction

8. Method of Selecting the Winning Bidder (Qualification Review)
ㅇ Only Korean companies may bid
ㅇ Estimated Price Calculation: The estimated price is determined by the arithmetic mean of 4 numbers randomly selected by the bidding company from among 15 multiple reserve prices (prepared within ±2% of the base amount)
- When submitting the bid, the 4 numbers randomly selected from 1 to 15 must be stated in the email
ㅇ Starting from the company that bid the lowest price at or below the estimated price and at or above the minimum successful bid rate (89.745%), the bid price score and credit rating score are summed, and the highest scorer with a passing qualification score of 95 points or more is determined as the winning bidder
(If no company qualifies, the bid is voided)
ㅇ If the winning bidder is found to be ineligible before the contract is concluded, or forfeits the contract due to unavoidable circumstances preventing contract performance, the contract may be concluded with the next-ranked bidder after a review of their eligibility
ㅇ Credit Rating: The overall credit rating is divided according to the scoring limit, and the corresponding score is assigned
ㅇ The winning company must conclude the contract within 10 days after the announcement of the winning bid; failure to do so will result in
the collection of the bid bond

※ The Bid Form, Detailed Quotation, Construction Performance Record, and Construction Plan may be submitted in free format
※ Detailed Quotation: Attach detailed materials such as actual photos, brand names, and specifications of major items, parts, and materials
※ When preparing the Bid Form, the construction period, construction method, defect liability period, defect repair guarantee (assumed based on relevant laws), and liquidated damages for construction delays must be reflected
※ Additional documents may be requested during the review period if necessary
※ When the winning bidder is announced, the relevant company must prepare and submit the Contract Bond Payment Pledge (Attachment 5) before the contract is concluded
