The history of Airlangga University began with the establishment of the Nederlands Indische Artsen School (NIAS) and School Tot Opleiding van Indische Tandartsen (STOVIT), each established by the Dutch East Indies government in 1913 and 1928. After the independence struggle was disrupted, in 1948 the occupying Dutch government established the Tandheelkunding Instituut which was a branch of the Universiteit van Indonesie Jakarta and reopened NIAS with the name Faculteit der Geneeskunde which also served as a branch of the Universiteit van Indonesie Jakarta.

The Government of the Republic of Indonesia officially opened Airlangga University Surabaya, the first higher education institution in the eastern part of Indonesia – on November 10, 1954. The inauguration of Airlangga University was carried out by the first President of the Republic of Indonesia, Dr. Ir. Soekarno, which coincided with the commemoration of Heroes' Day, November 10, 1954. Legally, its establishment was stipulated in Government Regulation No. 57/1954.
