Hello, I am a citizen who rides a mini velo bike in the neighborhood, but
I am someone who has always admired the energy and passion of bicycle riders.
The reason is that on Pepero Day, November 11th last year, an unexpected unfortunate incident occurred to me,
and despite my hesitation, I am reaching out to this place where experts have gathered for help.
When I asked the owner of a nearby bike shop about bicycle clubs...
"Many professional riders in cycling communities use high-performance action cameras or dashcams for safety,
so definitely ask them," they advised, and I joined with courage and hope.
Let me briefly explain the incident.
1. Date, Time, and Location of the Incident
* Date and Time: November 11, 2025 (Tuesday) between 4:00 PM and 5:30 PM (Pepero Day afternoon)
* Location: Bench area between 'Twin Tree' cafe on the Namyangju Han River bicycle path and the Han River walking trail
2. Witness Account and Dashcam Footage Request
At the bench in that area of Twin Tree Cafe at the time (see photos),
it was not a normal appearance of a man and woman sitting on a bench,
I am looking for someone who witnessed a man placing a woman on his lap on the bench.
It was an assault initiated solely by the man without the woman's consent, and he did not put her down even when she asked.
This act and several other assaults have resulted in a criminal sexual assault case currently in progress.
If by any chance you were operating an action camera or dashcam at that time
and were riding in that section, (the walking trail in front of Twin Tree Cafe),
I earnestly request that you check whether even a small part of the scene or the person's appearance was captured in the background.
Even just the appearance captured in the background as you passed by can be crucial evidence for determining the time of the crime.
3. Physical Description
* Male: 180cm or taller, large build, blue padded jacket, black tracksuit
* Female: 167cm tall, small frame, beige top, brown pants
Even if it's not direct footage,
if you remember seeing an unusual scene at that bench during that time on that day,
even a brief comment or single piece of testimony would be like a 'diamond' of hope for me.
4. Heartfelt Request
I anticipate you may ask why we don't just check the cafe's CCTV, so let me explain in advance...
I have already confirmed with the Namyangju City Hall Road Department that there are no CCTVs on the Han River walking trail around the cafe,
and the cafe's CCTV was backed up and submitted to the investigative authorities, but the perpetrator committed the crime specifically in the CCTV blind spots,
and while there is clear evidence in the parking lot CCTV, the investigative authorities have been thoroughly silent about it.
In a situation suspected of biased investigation toward the perpetrator, a decision of non-indictment was made as expected.
I am currently struggling to prepare an objection regarding the incomplete investigation by the authorities.
If expert riders can provide witness testimony or bicycle dashcam footage - a glimmer of light like that -
it would be a great help in righting the wrong in this case.
