Unexpected intervals and pace ups during pack riding

In my view, in group/club activities,
doing intervals without prior agreement, or taking unilateral action for personal reasons, isn't right.
Even if the majority want it that way, since it's not everyone.
I've seen this a lot too, and honestly, saying something about it directly doesn't work either.
It's kind of a "so what's the big deal?" attitude...
They ride on the road claiming that since bikes count as vehicles it's only natural to use the road, and they end up taking over the whole lane..
It's a road shared with cars.
On a 2-lane uphill, they said it was "open" so they went 4-abreast, but then someone faster overtakes on the right or through the middle between the 4 riders, and sometimes when a car comes you have to tell them multiple times from behind before they move left...
A lot of people think intervals should happen, but there needs to be prior agreement—suddenly bolting off and leaving people unable to catch up isn't okay...
They say getting dropped is just unavoidable? Then that also needs to be agreed on beforehand.
You're causing harm to other people just for your own fun and preference.
